I might edit this later so here's how it goes.

Writers can be appointed by any administrator. They shall have a week of test/try out to see how well they do. Then the official decision by that administrator shall be issued. In the new writer's profile, the administrator shall post a thread declaring the new writer's position. If they get in trouble, we know who to blame it on ;).

Moderators can be appointed by a referral of an administrator or current moderators, only if they have successfully became a wrtier. Two administrators must agree to make that writer as a moderator. When fully positioned, both moderators shall post in one thread declaring their support of that person's modship.

Administrators shall be referred by current administrators. To become a full administrator, you must have taken the duty of a moderator. He/she must be approved by three or more administrators, with the approval from the creator of this wiki, Mordred.
